Needs revision

I've been comparing this OB to the one in Benjamin F. Cooling's Jubal Early's Raid on Washington 1864 and the two do not match up. For example, this OB has the XIX Corps being commanded by Gilmore and composed of two divisions; however, Cooling has the same corps being commanded by J.J. Reynolds with only a single brigade present. Cooling also has a differant structure than the one shown here. Should this OB be changed to match Cooling?
