Merge proposal

There are three articles dealing with clearing houses and what they do that should be all together. The Banker's clearing house is history, Cheque clearing addresses what the clearing houses do, and Clearing house (finance) - though it is currently muddled with a description of CCPs - should be the home for both. Note: The merge with Cheque clearing might already have been done, hence the identical text. Per my notes at Talk:Cheque clearing#Edit history and Talk:Clearing house (finance)#Edit history the edit histories got mixed up due to copy-and-paste merge followed by a move.
