Concerning Sources

I'm concerned at least one of the citations, and therefore claims made in the article, constitutes original research. I'm referring to citation 4. It seems to be unpublished as it's a Faculty Working Paper, not an article in a peer-reviewed journal. I'm slightly new to editing so I'm not sure what to do here. It seems reliable in the sense that the research was conducted at a University, and is not a primary source but rather a reporting of the primary source; but I can't find it published in a journal. Could someone with more experience help me out here? FYI the link currently cited is dead but I found it uploaded on some digital commons sites and on the Colgate University's Library System's Digital Archive ^[1] ^[2].
