This landed on my radar because I've had this article redlinked from Sarah Ashton-Cirillo for a while, so I tend to agree with Onel that this person is notable. I've also cited a previously unsourced statement in the article. Nonetheless, I'm courtesy-pinging Styyx and Primefac to see if they have any thoughts.
Stablenode: For future reference, while you're technically allowed to publish a draft that's already been rejected, it's usually a bad idea, and would be best to at least discuss with the declining reviewer first. And if you do do it, please do so by moving the draft to mainspace, rather than copy-paste moving, as the former is more transparent.
