Aaron Austin and the mill

Did he build the mill himself? The paragraph discussing these topics needs its commas and pronouns rearranged, and as written it's difficult to tell whether (a) Austin built the house AND the mill and was sole owner of both, (b) others actually built and owned the mill, or (c) something else.
