Overruling by the European Court of Human Rights?

According to the article on Blake, the man took this case to the European Court of Human Rights and received £5,000 in compensation. Does this count as an overruling, and should the ECHR ruling be mentioned, cited or even discussed in the article? If it was not an overruling, should the case and the £5,000 compensation be discussed anyway?
