Dead references

- NRIS appears to be down at the moment, and the NPS Focus database can be spotty and persnickety. We have some workarounds for Focus, and there is, you may have noticed, a good bit of uncertainty about NPS public outreach in the current political climate. I will check on this this evening and see what's going on when I have some time to troubleshoot and review. In the meantime, please alert members of the NRHP project if you see any similar anomalies.
