Description / nature of NHL

It is very unclear to me what is the NHL here, is it a historic district of the entire town, is it a park or what. To determine what the NHL is requires the NRHP/NHL inventory/nomination documents, which i tried to link to, in the article. But the National Park Service's PDF Focus website is down now, so it is not possible to get that now.

Note it may be appropriate to merge this article into the Arrow Rock, Missouri article, depending.
