KCSI?

On a trawl through the London Gazette I can find him being made a Knight Bachelor. The search can sometimes be a bit hit and miss due to the way the old stuff has been scanned in, and Indian names are not always given consistent spelling either, which doesn't help. He wasn't a KCSI at the tiem of his appointment to the Executive Council in 1939 (which incidentally occurred before the outbreak of war), so presumably the appointemtn was made sometime after then and before India became independent (or at least before it became a republic). Is there any other source which says what year the appointment as KCSI was made, I should be able to track the notice down with that information.
