If you read the cited article, you'll see why it was considered controversial. For example, "In a bill recently introduced on Capitol Hill, the committee questions whether Accumulo runs afoul of a government policy that prevents federal agencies from building their own software when they have access to commercial alternatives." For an appropriation bill to specifically call out a software brand or vendor is highly unusual. Difference with HBase

According to their description, HBase and Acculumo seem both to do the same thing, and both be part of the Apache project.
