This guy was German by birth. As a German he went to Nauru in 1902 and came back after the outbreak of WWI. As a result of the war, his town came under French rule in 1918/19. He got a French passport and went back to Nauru in 1921. Please see the German and the French Wikis on this question. Neither was he just German nor just French.
