Invented by whom?

In many Borscht Belt sources, it is stated that the Catskills resorts invented the concept of "all-inclusive", probably because a lot of those hotels developed from dairy and chicken farms which did serve their own products.

"Borscht Belt resorts were also the pioneers in offering all-inclusive stays, a concept that revolutionized the middle-class American vacation." [2]
