"Illegal" expansion of Alberta Clipper Pipeline

Today - July 15 - I received a petition from Credo, which of course is not an authoritative source. The headline in the email is "Call President Obama: Stop Enbridge’s illegal tar sands expansion". This is quite a stretch. Also, mention is made of "doubling" the capacity of the line. Actually, 450kbbl/day to 800 is a hair over an 80% increase.
