"Illegal" expansion of Alberta Clipper Pipeline

This article of April 20, 2015 explains the apparent subterfuge related to the presidential permit for the expansion of the US section of the pipeline, from a point on the border south of Winnipeg to Superior WI: http://america.aljazeera.com/articles/2015/4/20/Enbridge-Canada-oil-pipeline.html

Today - July 15 - I received a petition from Credo, which of course is not an authoritative source. The headline in the email is "Call President Obama: Stop Enbridge’s illegal tar sands expansion". This is quite a stretch. Also, mention is made of "doubling" the capacity of the line. Actually, 450kbbl/day to 800 is a hair over an 80% increase.
