'Founder of the Ever Victorious Army?'

How could this be so, given its origins were with Fred T. Ward's 'Foreign Arms Corps' in 1960, and that Ward himself remained commander of this unit, until its 'Ever Victorious Army' name was bestowed and it grew to brigade size?

Ward was KIA, and Chinese Gordon inherited the EVA. This has been recorded for posterity. Please clarify.
