Resignation

why did Alain Juppe have to resign as a minister after failing to be re-elected to the National Assembly, while Bernard Kouchner can be a minister without ever having been elected to the Assembly? Intelligent Mr Toad 17:24, 14 July 2007 (UTC)[reply]


Very good question! Prime Minister François Fillon had said, before the June 2007 legislative election, the "Republican custom" obligated a minister to resign if he lost an election, because he can assume his governemental functions if he had been sanctionned by the people. In reality, this "custom" is not systematically applied. Some observers suspected Fillon to have invoke this rule in order to rid of a potential rival (it is difficult for a PM to have a former PM in his government). Besides, the Fench governments contained "personnalities of civil society" in order to show the Presidential Majority is not only a cartel of parties and politicians. For instance, in 1988, Mitterrand would the cabinet included as much Socialist elects as "personnalities of civil society". In this, Kouchner joined the cabinet, but he stand a "personnality of civil society" in Jospin and Fillon's governements because he was defeated in all the elections where he competed (the 1993 legislative election for instance) 82.66.234.112 (talk) 09:10, 30 April 2009 (UTC)[reply]
