I do not think he belongs in Czech categories

A Wikipedia Category such as Czech illustrators is a by nationality category. This implies the article is on someone who was a national of a Czech state. The Czech State is the Czech Republic formed in 1993. Hoffmeister was a national of Czechoslovakia. He should be placed in categories that connect him as a national of that state, which he was a national of.
