@BeanieFan11, thanks for the tag. The reason why I say he is AKA Pa Hali Jammeh is because his WP:Tilastopaja[a 1] lists him as part of the Gambian 1990 4x1 CWG finalist team (Abdoulie Janneh, Abdourahman Jallow, Lamin Marikong, Clifford Adams) which would match him as "Pa Hali Jammeh" per YouTube timestamp[a 2]. For Pa Harry Jammeh, the university education dates seem to line up, but I wasn't able to find a clear date of birth for Pa Harry Jammeh yet to confirm. It's definitely worth looking into, I would also try looking up "Adbul" or "Abdoulie" or other similar spellings. Tilastopaja has 10 performances recorded for this person with a 100m best of 10.66 at 1993 worlds so I would think there must be documentation of that somewhere.
