Opening and closing of the loop

- I've added a second ref; the correct date is September 22. Keeping that existing one for the "five-month delay" piece.
- Reference #39 doesn't really show they
renamed the original service the "North South Line" (NS Line)
. I guess it's okay but a better reference is preferable
