Irrevelant paragraph

This article is supposed to be about Aşkale, a small district center in Erzurum Province. But an anonymous editor has converted the article into an essay about Varlık Vergisi, a tax which has a page in Wikipedia. So I am willing to delete the paragraph after watching the discussion.
