The 3pm kick-off

Shouldn’t there be a section explaining why the kick off has been reverted back to its additional 3 pm slot for the first time since 2011 because of the Metropolitan police’s objections to having a late kickoff with the fact the fixture is “high risk” it ought to be on the main article especially given that the change has affected other sporting events on the day. Who awarded the penalty?

Was it the referee or the Video assistant referee? Currently the article says it was awarded by the VAR. If the article is wrong could someone please fix it; I am not sure of the proper way of making this type of change.
