Article quality

i dont know what basis there was to create an article from reading 1 news source. But if it is to be justified as notable (and theres a clear possibility) then it should be expanded. Include a background section (merge the see also's into the article), reaction, attack, responsibility. One can add that this was the first major attack since Umarov "stepped down" (if im not mistaken).
