Tautology?

In the section 'Reaction' the article states that " the Italian and Libyan navies have agreed to begin joint patrols of the area between the two countries from May in an attempt to halt the illegal smuggling operations." Is smuggling not by implication illegal? If no-one replies, I will make a change. Thanks, Intheeventofstructuralfailure (talk) 12:04, 7 April 2011 (UTC)[reply]
