Merge two 2007 budget articles

We seem to have two articles created separately by mistake.

How should we reconcile the expenditure tables? 2007 United Kingdom budget spends 587 billion pounds, but United Kingdom budget 2007-08 spends just 493 billion, presumably omitting and reclassifying some spending.

Just post both tables?
