It didn't circumnavigate the globe did it? You only have to look at the map to see that. It also didn't follow the rules of circumnavigating the globe, e.g. crossing every meridian in the same direction. Neutrality issue

"the international leg of the 2008 relay was marred and even interrupted by anger, violence, and protests over China's repressive policies against Tibet and poor human rights record."

This seems very un-neutral and non-compliant with NPOV. Notice words such as "repressive" and "against", as if that was unanimous (which it is not)
