Link infantry and division in the lede
It was still in this district at the time of the German invasion as part of the 22nd Army and began moving west by rail, joining the Western Front when it arrived at the fighting front well to the north of Polotsk. over-complicated sentence, rephrase
Lack of "the" before unit names throughout
Link Toropets, Neruch river, platoon
Not sure that the activities of the division's commanders after they were transferred away is relevant to this article
Are the places mentioned in the Operation Kutuzov section too small to warrant articles? If so, simplify this down to the direction of attack and the planned depth of attack. You do this a lot in the later sections as well.
