Does anyone provide an explanation how he was able to serve both the Bourbons and Napoleon without penalty?
Not really. It sounds as if he was a very capable manager. And a lot of them made the transition from Napoleon to the Bourbons fairly seamlessly. Ney is one of the exceptions.
