Robin Michael Upano Garcia is a Filipino political scientist and public affairs adviser. He currently serves as the president and chief executive officer of WR Advisory Group.
Early life and education
[edit]Garcia completed his bachelor's degree in development studies from De La Salle University-Manila in 2010, where he was awarded the Gawad Mag-Aaral (Distinguished Student) Award. He went on to earn his master's degree in public administration, with a major in public policy, from the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG) in 2013. He further pursued his education at Fudan University in Shanghai, China, where he received his Doctor of Philosophy in international politics degree from the School of International Relations and Public Affairs (SIRPA) in 2017. During his time at Fudan, he was recognized with the Dean's Award for Academic Excellence.[1]

[edit]Garcia leads WR Advisory Group as its president and chief executive officer. He is also affiliated with WR Numero Research, where he serves as chief executive officer. In this role, he has emphasized the importance of utilizing local data for nuanced research, particularly advocating for the creation of indigenous models that better reflect local development realities at the barangay and municipal levels.[2]
