Eastern Melbourne covers the local government areas (LGAs) of Boroondara, Knox, Manningham, Maroondah, Whitehorse and Yarra Ranges.

Boroondara City Council is composed of 11 single-member wards.
Independent councillors Jim Parke (Bellevue), Susan Biggar (Riversdale) and Garry Thompson (Solway) did not seek re-election.[3][4] Thompson, along with Lisa Hollingsworth (Lynden), resigned from the Liberal Party in 2021.[5][6]
