Please replace "check the preference" with "enable the preference." In the checkuser section of Special:ListGroupRights, it is ambiguous whether "check" in this context is used in sense 1 or 3, and the fact that it's a CU permission lends credence toward sense 1, even though it is actually being used in sense 3.
