"You do not have permission to do that" sounds a bit... odd. And anyway, as far as I can see, it only applies to editing pages, which makes it somewhat redundant to the protected page notice (MediaWiki:Protectedpagetext), so I'm not sure what the point of it even is. At the moment, this page is blank, and thus showing the default message, which is:

You do not have permission to do that, for the following {{PLURAL:$1|reason|reasons}}:

It would be nice to be able to refer to this message in CSS stylesheets; this can be accomplished using an id attribute. Replace the message with:

<div id="mw-permissionserrorstext">You do not have permission to do that, for the following {{PLURAL:$1|reason|reasons}}:</div>
