The Hali Ela Polling Division has a Sinhalese majority (64.5%) and a significant Indian Tamil population (27.9%) . In comparison, the Badulla Electoral District (which contains the Hali Ela Polling Division) has a Sinhalese majority (73.0%) and a significant Indian Tamil population (18.5%) [1]
