The Fatoora Platform is an electronic invoicing (e-invoicing) system developed by the Zakat, Tax and Customs Authority (ZATCA) in Saudi Arabia to facilitate the transition from paper-based invoicing to digital invoicing. It serves as a central system for businesses to onboard their e-Invoice Generating Solution (EGS) units and generate compliant e-invoices under Saudi regulations.[1][2][3]

Development and Purpose[edit]

The platform was created to address significant challenges in the traditional invoicing process, including inefficiencies, transparency issues, and the high prevalence of tax evasion and fraud. By automating and centralizing the invoicing process, Fatoora aims to improve tax compliance, administrative efficiency, and data accuracy.[4][5][6]

Functionalities[edit]

  • Onboarding of EGS Units: Businesses can onboard their EGS units by generating new Cryptographic Stamp Identifiers (CSIDs) or renewing existing ones.[7]
  • CSID Management: Management of CSIDs through the portal allows for the renewal, revocation, and viewing of all onboarded EGS units.
  • E-Invoicing Integration: Integration with existing ERP/POS systems is required for generating compliant e-invoices.[8]
  • Compliance Monitoring: Serves as the official e-invoicing platform in Saudi Arabia, ensuring that all invoices are compliant with national regulations.[9]

Security Measures[edit]

Fatoora incorporates several security measures, including:[10][11][12]

  • Authentication: Access to the portal requires ERAD credentials.
  • One-Time Password (OTP): Used for onboarding new EGS units or renewing CSIDs, enhancing security.
  • Cryptographic Stamp Identifier (CSID): Ensures the integrity and authenticity of e-invoices.

Impact[edit]

The implementation of the Fatoora Platform has been a significant step towards digital transformation in Saudi Arabia, aligning with the goals of Saudi Vision 2030 by improving operational efficiencies and supporting economic development.[13][14]
