But I have had a quick look and this draft will almost certainly be declined in its current state.

Every Wikipedia article is required to demonstrate notability, see

Wikipedia:Notability (people). Look at the nutshell:

A person is presumed to be notable if they have received significant coverage in reliable secondary sources that are independent of the subject

Take a look around Wikipedia article's references sections for examples, eg Katie Nolan springs to mind.
