Thank you @SafariScribe and @CFA for the excellent feedback and very thoughtful responses to improve the article. 1. The references have been improved including notable 3rd party new sources since the initial submission per @SafariScribe. 2. The draft has been significant re-written to reflect the editorial comments from @CFA on encyclopedic quality as well as past comments on the deletion comments that existed on the Wikipedia page that was live from 2012-2024.. The provision of antiretroviral therapy in the resource limited settings of Africa is extremely important topic as the international donor community recommits funding for HIV scale-up in Africa as well as pandemic preparedness. The work of this subject matter expert is important to profile given the current debates.
