Thierry Beaudet, born on April 21, 1962, in Domfront (Orne), is a French mutualist leader and has been the president of the French Economic, Social and Environmental Council (CESE) since May 2021.

Trained as a schoolteacher, he led the MGEN group from July 2009 to July 2017. From 2016 to 2021, he also headed the National Federation of French Mutuality (FNMF).[1].

He was the president of the mutualist social protection group VYV from its founding on September 13, 2017, until June 2021.

Education and Career

Thierry Beaudet began his career as a schoolteacher in the Caen academy in 1984. In 1990, he joined the Departmental Directorate of Youth and Sports in Orne as a Youth and Popular Education officer, and in 1991, he joined the Orne Federation of Secular Works, where he became secretary general and director of services. He holds a certificate of aptitude for the position of master trainer (1990), a DESUP in Economic and Social Management of Local Development (Université Paris XII, 1996), and a Master's degree in Mutualist Governance (Université Versailles Saint-Quentin, 2013).

In 1998, he became deputy director of the MGEN section of Calvados and was elected in 2003 as an administrator and member of the National Bureau, responsible for the network of service centers and development.

In July 2009, he succeeded Jean-Michel Laxalt as president of the MGEN group.

From 2012 to 2016, Thierry Beaudet was president of MFPASS, a mutual union managing health and social care institutions created by public sector mutuals, including the Mutualist Institute Montsouris (IMM) in Paris.

On June 23, 2016, Thierry Beaudet was elected president of the National Federation of French Mutuality (FNMF).

In July 2017, he chose not to run again for the presidency of the MGEN group, and Roland Berthilier, then vice-president, succeeded him[2].

In September 2017, Thierry Beaudet was elected president of the newly founded Vyv group, a position he held until June 2021.

On May 18, 2021, he was elected president of the Economic, Social, and Environmental Council, succeeding Patrick Bernasconi.

Actions and Representations

Thierry Beaudet was a member of the Economic, Social, and Environmental Council from November 2010 to September 2016 (president of the Mutuality group, vice-president of the Social and Health Affairs section, and member of the Dependency Commission). He co-authored a report with Edouard Couty, a former hospital director at the Ministry of Health, on the role of medical devices in the national health strategy, adopted unanimously on January 27, 2015[3][4].

He became president of the National Federation of French Mutuality (FNMF) on June 23, 2016, for a five-year term, succeeding Étienne Caniard[5].

As president of MGEN, Thierry Beaudet accelerated the merger between the MGEN group and mutuals from the public sector by creating the Istya mutualist union. The Istya group was founded on May 6, 2011, with Thierry Beaudet as its president.

In 2015, he initiated the merger between MGEN, Harmonie Mutuelle, and their partner mutuals[6]. In June and July 2016, the general assemblies of the involved mutuals overwhelmingly approved the organization, governance, structure, and strategic directions of the future group. In July 2016, the Prudential Control and Resolution Authority and the Competition Authority approved the project. On September 13, 2017, the constitutive general assemblies of the new social protection group, named VYV, took place, and Thierry Beaudet was elected president on the same day[7][8].

The VYV group is a non-profit health and social protection hub representing 10 million people and generating annual revenues of 9 billion euros: 7.5 billion from personal insurance and 1.5 billion from social, health, and medico-social activities. The VYV Care union includes more than 900 healthcare facilities across over 40 departments. The entire group is driven by approximately 10,000 activists and employs 35,000 staff in France.

In January 2021, during the reform of the Economic, Social, and Environmental Council, the third constitutional chamber of the Republic, and the renewal of its members, Thierry Beaudet was appointed as a counselor within the Mutuality group. On May 18, 2021, during a plenary session, he was elected president of CESE for a five-year term with 163 votes out of 172.

On June 8, 2021, during the general assembly of the Vyv group, Stéphane Junique was elected to succeed him as president.

In early September 2024, his name is being considered to succeed Gabriel Attal as Prime Minister, nearly two months after the second round of legislative elections[9][10].

Political Positions

On January 18, 2020, as president of the French Mutuality, he expressed support for the legalization of euthanasia and for mutuals to carry out euthanasia, stating: "If a reform were to go in this direction, then I am sure that mutuals would once again be pioneers in creating the places and conditions necessary to exercise this freedom[11]."

In October 2023, following the riots after the death of Nahel Merzouk, he advocated for the creation of a "public debate similar to the Great National Debate," launched by President Emmanuel Macron during the Yellow Vests movement[12].

In June 2024, a few days before the first round of legislative elections, Thierry Beaudet warned in an interview published in La Tribune about a possible rise to power of the National Rally[13]
