The Shanghai Municipal Government Development Research Center[1] (SDRC; Chinese: 上海市人民政府发展研究中心; pinyin: Shànghǎi Shì Rénmín Zhèngfǔ Fāzhǎn Yánjiū Zhōngxīn) is a government institution responsible for policy research, strategic review and consulting of issues related to the economic and social development of Shanghai.

It is an advisory body that recommends policies to the Shanghai Municipal Committee of the Chinese Communist Party and the Shanghai Municipal People's Government. Reports issued by SDRC are typically submitted directly to members of the standing committee of the Shanghai Municipal Party Committee of the Chinese Communist Party(including the Committee Secretary, Deputy Committee Secretary, and other members of the standing committee) and leaders of the Shanghai Municipal Government (including the Mayor, Deputy Mayors, the Secretary-General, and Deputy Secretaries-General of the Municipal Government).

History

The Development Center of Shanghai Municipal People's Government (formerly the Shanghai Economic Research Center) was officially established on December 26, 1980. On December 22, 1995, it was renamed the Development Center of Shanghai Municipal People's Government according to a decision by the municipal government.[2]

Responsibility

1. Research comprehensive, strategic issues related to the city's economic and social development, reform, and opening up.

2. Monitor trends, analyze conflicts, study countermeasures, and forecast prospects to provide timely decision-making suggestions and consultation to the municipal party committee and government.

3. Responsible for evaluating the biennial Municipal Decision-Making Consultation Research Achievement Awards.

4. Organize and coordinate decision-making consultation research within the municipal government system.

5. Manage and maintain the city's decision-making consultation suggestion database system.

6. Manage relevant organizations and institutions entrusted by the municipal government.

7. Edit and publish the "Shanghai Economic Yearbook" and the "Scientific Development" magazine.

8. Handle other matters assigned by municipal leaders.
