An Établissement Public Territorial de Bassin (Territorial basin public establishment), or EPTB, is a French public body responsible for the development and management of rivers within the geographical scope of a basin or sub-basin.[1] EPTBs are mixed syndicates or interdepartmental institutions financed by their member local authorities.

History

The term “Établissement Public Territorial de Bassin” (EPTB) first appeared in 1997, on the initiative of the Syndicat Mixte d'Etudes et d'Aménagement de la Garonne (SMEAG). The law of July 30, 2003, on the prevention of technological and natural risks and the repair of damage, made EPTBs official players in water policy on a watershed or sub-watershed scale.[2]

Field of competence

An EPTB has the necessary powers to act in three areas:[1]

  • Hydraulics, with interventions in low-water management, flood prevention, and drinking water production;
  • The environment, with actions to protect migratory fish and maintain riverbanks;
  • Local development, i.e. operations to promote natural and cultural heritage.

Each EPTB operates in a geographical area that is often interdepartmental, interregional, or even international in scope. It therefore acts as a catalyst for solidarity on a basin or sub-basin scale and is a key player in regional development.[3]

In 2010, the Grenelle II law[4] specifies that “the water development and management plan is implemented by a territorial public basin establishment when this results from the recognition procedure resulting from the decree of February 7, 2005, relating to the delimitation of the intervention perimeter of the territorial public basin establishment or when the perimeter of the water development and management plan implemented by this territorial public basin establishment was delimited after the adoption of law no. 2010- 788 of July 12, 2010, on the national commitment to the environment, and provided that the perimeter of this water development and management plan is not included in the perimeter of a group of local authorities, but is included in that of the territorial public basin establishment.”[4][5]
