Richard Rogers Quay was a state legislator in Pennsylvania. The son of U.S. Senator and Pennsylvania Republican Party leader Matthew Quay, he was accused along with his father of misusing state funds after the failure of Peoples Bank of Philadelphia.

He was involved in discussions with Governor Pennypacker and state Republican Party leaders over who should be appointed to succeed his deceased father in the U.S. Senate.[1]
