Rassolov Ilya Mikhailovich (Russian: Рaссóлов Илья́ Михáйлович, born 25 February 1975 in Moscow) — is a Russian scientist, lawyer, writer, public figure, specialist in Information law, Theory of law and management, PhD in law, professor.
Member of the Moscow Union of Writers[1]. He collaborated with several public organizations and hosted author programs on the radio.
Author of a new concept of Internet law for Russian legal science (broadly defined as Cyber law)[2].
He has a number of scientific works on Digital law, Cyber law, artificial intelligence, Civil law, Commercial law, information security and genome[3][4].
Biography
[edit]He graduated from the Moscow State Law Academy in 1997 with a degree in Jurisprudence.
In 2009 he defended his doctoral dissertation on the topic: «Law and the Internet: theoretical issues»[5].
From 2004 to 2009 collaborated with several Russian radio stations and was the author of weekly radio programs on legal education.
Scientific research and teaching activities
[edit]Ilya Rassolov is a professor at several Russian and European universities.
From 2009 to 2024 he served as the head of the Department of Information law at several Russian universities[6][7][8][9].
Author of the first master's program in Russia «IT-Law» at the Kutafin Moscow State Law University[10]. Several other Russian universities implement master's programs developed by I. M. Rassolov.
Ilya Rassolov holds a number of patents for inventions[11] and certificates of intellectual property results[12][13].
Scientific contributions
[edit]Ilya Rassolov is the author of the first concept of Cyberspace law (Internet law) for Russian legal science[14][15][16]. He proposed a new approach to the theoretical problems of the interaction between law and cyberspace as social phenomena. Outlined the fundamental principles and conditions for the operation of positive law in cyberspace.
Researched and defined the interaction of Cyber law with Digital law, Network law, and Media law, as well as formulated a new concept of humanitarian technology law, revealing the connection between Cyber law and the Science of life.
It is in the works of Ilya Rassolov that the concept of «network contracts» (smart contracts) was first examined in detail, and definitions were provided for «soft digital goods», «digital property», «digital footprint», as well as new mechanisms of footprint formation.
The textbook «Information Law» by Ilya Rassolov, published in 2010[17], was the first to define the subject of Information law (ten types of information relationships). Later, he concluded that new information relationships involving artificial intelligence should be distinguished and referred to as «co-participatory relationships».
I. M. Rassolov demonstrated that Digital law constitutes an emerging subfield of Information law. In his works, it is asserted that Digital law is finite, whereas the theory of Cyber law will remain applicable in the future (the author's concept of the «coordinate grid»), when the interaction between humans and robots will not only be digital and not limited to it.
He has proposed new mechanisms to regulate human behavior in the digital environment, extending beyond the years 2050-2060, including the tactile Internet (Internet-2 and Internet-3). He has made some scientific generalizations and proposals regarding the regulatory mechanisms of the future brainnetwork, as well as the legal status of new quasi-subjects – «electronic persons».
The hypothesis put forward in the 2009 monograph «Law and the Internet»[18] about the emergence of a society with elements of what is known as «collective intelligence» has sparked extensive discussion in the academic community.
In 2019-2021, together with associate professor Svetlana Chubukova, they substantiated a new legal institution – the institution of legal support for genetic information[19][20][21].

Ilya Rassolov is a member of several public and human rights organizations. Among them is the Moscow Bureau for Human Rights[23].
Associate Arbitrator of the Specialized Board of the Arbitration Center at the Russian Union of Industrialists and Entrepreneurs[24].
He serves as the Editor-in-Chief and is also a member of the editorial board of several scientific journals[25].
Literary creativity
