Rajab Zakir Rahimli — (12 August, 1973, Dyrnys, Ordubad District) — Head of the Executive Power of Ordubad District of Nakhchivan Autonomous Republic, Doctor of Philosophy in Political Sciences, Associate Professor.

Early Life

Rajab Rahimli was born on August 12, 1973 in Dyrnys village of Ordubad District of Nakhchivan Autonomous Republic. In 1990, he graduated from Nakhchivan Secondary School N 39. In 1999, he graduated from the Faculty of Economics and Administrative Sciences (majoring in public administration) of Gazi University, Ankara, Republic of Türkiye. In 2000 - 2002, he studied for a Master's degree in public administration at the Institute of Social Sciences of Gazi University, Republic of Türkiye. In 2003, he was admitted to the PhD program at the Faculty of Political Sciences of Ankara University, Republic of Türkiye (majoring in public administration). In 2008, he defended his PhD dissertation on the topic "Civil servants in Azerbaijan: rights, obligations, supervision" and received a doctoral degree. At the same time, in 2007, he defended PhD thesis on the topic "Emergence and development of local self-government in Azerbaijan (political aspect)" at the Scientific Research Institute for Human Rights of Azerbaijan National Academy of Sciences by the specialty 23.00.02 — "Political institutions, ethno-political conflictology, national and political processes" and received the scientific degree of Doctor of Philosophy in Political Sciences. In 2011 he received the scientific title of Associate Professor. He is married and has two children.

05.02.2004–03.05.2004 — Senior specialist in the International Relations Department of the Nakhchivan Department of the Azerbaijan National Academy of Sciences; 03.05.2004–08.09.2010 - Scientific Secretary of the Presidium of the Nakhchivan Branch of the Azerbaijan National Academy of Sciences; 08.09. 2010–02.05.2011 - Head of the National Security and Armenian studies Department of the Scientific-Research Institute for Human Rights of the Azerbaijan National Academy of Sciences; 03.05.2011–03.09.2012 - Senior researcher in the Sociological Research and Consulting Department of the Institute of Economic Research at Azerbaijan State University of Economics (UNEC). In 03.09.2012 he was appointed head of the Scientific-organization and International Relations Department of the Academy of Public Administration under the President of the Republic of Azerbaijan, at the same time in 02.11.2020 he was appointed head of the Civil Service and Personnel Policy Department of the Academy of Public Administration under the President of the Republic of Azerbaijan. By the Decree of the President of Azerbaijan Ilham Aliyev dated August 5, 2023, Rajab Rahimli has been appointed as the Head of the Executive Power for Ordubad district in the Nakhchivan Autonomous Republic of Azerbaijan [5][6].

Rajab Rahimli is the author of 87 scientific works, 4 monographs published abroad and in our country, and co-author of 4 collective books, and 1 textbook for HEIs [7][8].

Application of Innovations in Management and Public Administration and their management, Human resources Management, Leadership and Coaching Leadership Style[9], performance management, change management (VUCA vs BANI mindset), Civil Service, Ethical norms in Civil Service[10], performance evaluation of civil servants, Strategic Management, political, socio-economic and energy security problems, etc.[11].
