Philip Franks Ricketts (October 5, 1945 – November 2, 2018)[1] was a chairman of the Public Utility Commission of Texas from 1984 to 1985.

Born in Gatesville, Texas.[1]

"After graduating from Baylor University and serving in the United States Army as a Military Intelligence Officer, Phil attended the University of Texas School of Law, where he met and married his classmate, Nancy Overman".[1]

"Philip F. Ricketts, 73, of Austin, died November 2, 2018. He received his law degree from the University of Texas School of Law and was admitted to the Texas Bar in 1973".[3]
