Cendaña's public career started in his university days, where he served as the Chairperson of the UP Diliman University Student Council. His leadership and advocacy extended beyond the university, becoming the first openly gay Chairperson of the National Union of Students of the Philippines (NUSP). He was a key figure in organizing youth movements, particularly those aimed at education reforms, human rights, and social equity.

After his student leadership days, Cendaña transitioned into broader activism and public service. He became an active member of the Akbayan Citizen's Action Party, a progressive political organization focused on promoting human rights, democracy, and social justice. In this role, he worked to advance legislative reforms for marginalized communities, particularly the youth and the LGBTQ+ community.

In 2010, Cendaña was appointed as Commissioner-at-Large for the National Youth Commission (NYC), where he championed initiatives to improve youth welfare, focusing on education, employment, and civic engagement.
