Patrick Dela Cruz Perez was born on June 23, 1968, in Pateros, Philippines. He spent his early childhood in Iloilo City before moving to Japan with his mother in 1973. In 1985, he returned to the Philippines and enrolled at the Philippine College of Criminology (PCCR) in 1988, but he withdrew in 1990. Later, in 1996, he completed specialized training at the Criminal Investigation and Security Consultancy (CISC) and became a member of the Freemason Society.
