Justino Rupard or better known as Justino Newton Lopez Rupard is a Public Figure born September 23rd, 1996 in San Diego, California. He gained notoriety due to his father's passing in the San Diego County Jail System. Lonnie Rupard, the father of Justino Rupard, died an egregious death due to dehydration, pneumonia, malnutrition, COVID-19, and neglected schizophrenia.[1] Justino Rupard has been vocal about his fathers passing and is often seen at pep rallies and protests in San Diego regarding the struggles of mental illness while incarcerated.[2] He has a lawsuit that is pending in the United States District Court Southern District of California. Justino Rupard and his brother Ronnie Rupard are suing for adult negligence under 14th Amendment, 8th Amendment, and 1st Amendment violations. His lawsuit is known as the Estate of Lonnie Rupard v. County of San Diego.[3] The lawsuit demands a jury of 12 and a trial date set to early 2026 in federal court. Justino is hopeful that the lawsuit will bring positive change to a system that is failing those in need. He believes that this lawsuit will hold the Sheriff's office accountable and allow for more transparency regarding the deaths inside the county jail. His ultimate goal is to prevent any deaths from occurring due to mental illness while incarcerated.[4] Justino Rupard also has his own constitutional theory of politics which states that in order to reapportion America's national vote evenly the third party must be added to the U.S. Constitution. His constitutional theory has sparked debate and insight into the possibility of a third party included in America's current political system. Aside from being a public figure, Justino Rupard, is a local political activist for saving lives in custody california as well as an advocate for social changes on his social media platforms.
