Jean-Éric Schoettl, born on June 16, 1947, is a French State Councilor and served as the Secretary-General of the Constitutional Council from 1997 to 2007.

Biography

Graduating in 1969 from the École Polytechnique and earning a postgraduate diploma in computer science in 1970, as well as a doctorate in business management in 1974, he began his career as a research fellow in mathematical linguistics at the Paris 8 University Vincennes-Saint-Denis from 1970 to 1976. He then joined the École Nationale d'Administration (ENA) in 1977 (promotion "Michel de l'Hospital"). Upon graduating in 1979, he was assigned to the Conseil d'État, where he was notably responsible for the computerization of the Litigation Section, before being assigned to the Interior Section from 1983 to 1985.

Appointed head of the documentation center at the Conseil d'État between 1984 and 1985, he served as a technical advisor at the General Secretariat of the Government from 1985 to 1989 and then as Director-General of the Higher Audiovisual Council (CSA) from 1989 to 1992.. Returning to the Litigation Section of the Conseil d'État in 1992 and 1993, he was appointed Director at the General Secretariat of the Government and then succeeded Olivier Schrameck as Secretary-General of the Constitutional Council from 1997 to 2007.

In 2007 and 2008, he was Deputy President of the Interior Section of the Conseil d'État, and from 2008, Deputy President of the Interior Section. He retired in 2013 but continued working beyond the retirement age.

No longer active at the Conseil d'État, he was appointed Vice-President of the National Defense Secrecy Commission (CSDN) on February 12, 2018, by presidential decree. On January 31, 2018, he was appointed President of the Statistical Committee, replacing Jean Gaeremynck. He was later designated a member of the Regional Ethics Commission of the Île-de-France region, replacing Daniel Labetoulle, alongside Jacqueline de Guillenchmidt and Philippe Bilger, by a regional council resolution on June 1, 2018.

He is the brother of Christian Schoettl, a politician and mayor of the small town of Janvry, Essonne since 1989.

Works and Publications

Jean-Éric Schoettl has been a member of the French public law community since the 1990s. His roles at the Conseil d'état and the Constitutional Council have allowed him to comment on the evolution of contemporary public law.

He regularly writes op-eds published in Le Figaro. He is a member of the Circle of Law and Public Debate, chaired by Noëlle Lenoir.
