J. B. Felton was South Carolina's State Agent for Negro Schools.[1] He worked to increase the number and quality of schools for African Americams including high schools.[2]

Felton Training School was established in 1925 in Orangeburg, South Carolina. It was a Rosenwald School and was named for J. B. Felton. A historical marker commemorates it history.[3] A teacherage was added in 1927.[4] The [[Rosenwald School Building Program in South Carolina 1917-1932 is listed on the National Register of Historic Places.[5] Felton Laboratory Charter School is now in Orangeburg.
