Henry Clay Tipton was a state legislator in Arkansas. He served in the Arkansas Senate including as President of the Arkansas Senate. He was stuck by paralysis.[1]

In 1881 he represented Izard County and was elected speaker by his fellow senators.[2] In 1902 he became state treasurer.[3]
