Ghulam Muhammad Memon is a retired Pakistani public servant who served as the acting Auditor General of Pakistan[1][2][3][4][5] and the Federal Secretary for the Ministry of Science and Technology[6][7][8]. He was a BPS-22 grade officer of the Pakistan Audit and Accounts Service (PAAS) and had a public service career spanning over 35 years.
Under his leadership, Department of Auditor General of Pakistan has implemented a pilot Audit Management Information System in the Public Accounts Committee and three Field Audit Offices.[9][10]
Education
[edit]Memon earned a degree in medicine from Liaquat Medical College, Jamshoro. He later pursued higher education in economis and business administration, completing his Master's degrees from the University of Sindh and Preston University, Karachi, respectively.
Career
[edit]While serving as the acting Auditor General of Pakistan, Memon supervised the introduction of the Audit Management Information System (AMIS). This pilot program was implemented in the Public Accounts Committee and three Field Audit Offices, aiming to modernize audit practices.
Ministry of Science and Technology
[edit]As the Federal Secretary for the Ministry of Science and Technology, Memon oversaw initiatives in education, policy development, and energy conservation:
MoST introduced STEM (Science, Technology, Engineering, and Mathematics) education initiatives in partnership with the Pakistan Science Foundation. [11]MoST introduced STEM education programs in partnership with the Pakistan Science Foundation[12]. [13]
- Policy Reforms: Memon contributed to the development of policies aimed at integrating science and technology into economic planning. Several projects were advanced under the PSDP focusing on research and infrastructure.
- Energy Efficiency: Memon worked on drafting the National Energy Efficiency and Conservation NEEC Policy 2023, which outlined recommendations for energy standards and conservation practices.[14][15]
Memon held various positions in the public sector, including:
- Additional Auditor General of Pakistan
- Deputy Auditor General
- Director General roles in commercial, defense, and local government auditing
- Chairman of the Pakistan Council for Science and Technology
Memon was the Executive Director of the Commission on Science and Technology for Sustainable Development in the South (COMSATS), which worked on intergovernmental projects in science and technology.[16]
Economic Cooperation Organization Science Foundation
[edit]Memon currently holds the position of Executive Director of the Economic Cooperation Organization Science Foundation (ECOSF), a regional agency working to promote scientific collaboration among ECO member states.[17][18]
