Eldor Tulyakov earned his Bachelor of Arts in Commercial Law in 2008 from the Westminster International University in Tashkent.[1] He furthered his education at the Institute for Law and Finance at the University of Frankfurt, Germany, obtaining a Master of Laws (LL.M.) in Finance in 2011.[2] During his time in Germany, Tulyakov gained practical experience through internships at Shearman & Sterling LLP and Beiten Burkhardt Rechtsanwaltsgesellschaft mbH in Frankfurt.

Professional Career

Eldor Tulyakov began his professional career in 2005 as a Court Secretary at the Tashkent City Court on Criminal Matters. In this role, he held various positions related to criminal and civil cases, gaining valuable insights into the judicial process. These early experiences laid the foundation for his later contributions to legal reforms in Uzbekistan.

Academic Contributions

From 2012 to 2014, Tulyakov served as a Senior Lecturer on English Business Law at the Management Development Institute of Singapore in Tashkent. He also lectured on Constitutional Law at the University of World Economy and Diplomacy from 2016 to 2018.[3]

Supreme Court Research Centre

Between 2008 and 2014, Tulyakov served as Head Consultant at the Supreme Court Research Centre of Uzbekistan, where he played a significant role in ensuring judicial independence and participating in legislative drafting. His work included organizing training for judges and law enforcement officials, expanding international partnerships, managing the Supreme Court's international relations, advancing judicial reforms and strengthening the rule of law in Uzbekistan.

Parliamentary and Political Career

In 2015, Tulyakov was elected to the Legislative Chamber of the Oliy Majlis (Parliament) of Uzbekistan, where he served until the end of 2019.[4] He was a member of the Committee on Budget and Economic Reforms and actively participated in drafting and amending legislation.[5] His efforts to promote transparency and accountability in government operations were widely recognized. Tulyakov also engaged in international parliamentary diplomacy, representing Uzbekistan in various forums and frequently appearing in the media to discuss political issues.

Tashkent City Council

Since 2020, Tulyakov has served as Head of the Commission on Ensuring Rule of Law and Fight Against Corruption at the Tashkent City Council.[6] In this role, he oversees local policy-making, addresses constituent concerns, and ensures fiscal responsibility. His work is marked by a solid commitment to upholding the rule of law and enhancing local governance.

Development Strategy Centre

As the Executive Director of the Development Strategy Centre since 2019, Eldor Tulyakov has been instrumental in leading the drafting and implementation of key strategic documents.[7] These include the Strategy of Actions 2017-2021, Development Strategy 2022-2026, and the Uzbekistan–2030 Strategy.[8] His leadership and strategic planning skills have significantly raised public awareness of ongoing reforms and enhanced Uzbekistan's international standing through strategic partnerships.

Tulyakov is known for his active public engagement.[9] He has made over a thousand media appearances to discuss legal and political issues.[10] He has been a vocal advocate for transparency and reform, contributing significantly to legal awareness and promoting Uzbekistan's large-scale reforms.[11]
