Dolores Kuchina-Musina (born May 30, 1988) is a Kazakh-American business owner, academic, and author specializing in public procurement and innovation policy with a focus in Other Transaction Authorities. She is the CEO and founder of REXOTA Solutions.[1], a consulting firm based in the Washington, D.C. area, specializing in strategic planning, development, and innovation.[1]
Kuchina-Musina is the author of Public Procurement for Innovation: Research and Development at the US Federal Level[2], co-authored by Benjamin McMartin.
Kuchina-Musina has been the content editor for Contract Management Magazine since October, 2023.
Early Life
[edit]Born Dolores Askarovna Musina in Almaty, Kazakhstan (Алматы, Казахстан) in the former USSR to Elena Kuchina, a Physicist-Professor and Askar Musin. Kuchina-Musina and her mother immigrated to the United States in 1995 to Newport News, Virginia. Upon arrival to the United States, Kuchina-Musina adopted both parents surnames, thus leading to the hyphenated surname of Kuchina-Musina.
Education
[edit]Kuchina-Musina holds a Ph.D. in Public Administration and Policy and a Master of Business Administration from Old Dominion University. She received her Bachelor of Science in Business Administration from Christopher Newport University. She has been published in the Journal of Public Procurement[2], Politics & Policy[3], Small Business Institute National Conference Procedings[4], and is working on additional research. Kuchina-Musina has a graduate certificate in Public Procurement and Contract Management (PPCM), is a Certified Federal Contract Manager (CFCM), and is a National Contract Management Association (NCMA) Fellow. Her research focus includes innovation policy, Other Transaction Authorities, federal procurement reform, and decision making models.

Personal Life
[edit]Dolores is a third generation PhD, both her grandmother and mother hold PhDs in physics. Her father has a masters in physics.
Dolores is fluent in Russian.
Dolores is local to the Northern Virginia region, where she and her husband have resided since 2020.
